New York Form IT-203

This article explains what New York Form IT-203 is, who needs to file it, how to submit it, and how to complete every section and line correctly for the 2025 tax year.

New York Form IT-203, officially called the Nonresident and Part-Year Resident Income Tax Return, is a state income tax return used by individuals who were not full-year residents of New York but had income or other tax obligations connected to the state during the tax year. It is issued by the New York State Department of Taxation and Finance and covers New York State income tax, New York City income tax, Yonkers income tax, and the Metropolitan Commuter Transportation Mobility Tax (MCTMT), when applicable. Individuals who lived outside New York but earned income from New York sources may use this form to report their New York taxable income. It is also used by individuals who moved into or out of New York during the year and need to report income for their applicable residency periods. The return collects personal identification information, filing status, residency details, dependent information, federal income, New York additions and subtractions, deductions, tax credits, local taxes, estimated payments, and withholding amounts. It separates federal income from the portion attributable to New York so that the state can determine the correct tax liability for nonresidents and part-year residents. The form also includes calculations for New York City and Yonkers taxes, applicable MCTMT amounts, refundable credits, estimated tax payments, refunds, and outstanding balances. Completing Form IT-203 correctly is important because residency status, income allocation, deductions, credits, and tax payments all affect the final amount of New York tax owed or refunded. The 2025 return covers income earned from January 1, 2025, through December 31, 2025, or an applicable fiscal year beginning in 2025.

How To File Form IT-203

Form IT-203 is filed with the New York State Department of Taxation and Finance. It is an individual income tax return for nonresidents and part-year residents who have a New York State income tax filing obligation.
